Release 1.6 Merge (#73)

* $SnapshotDeepMaintenanceDays = $null disables deep data checks

* updated install binary links to v0.14

* add config point for additional backup parameters

* - backup and maintenance run independently
- fixed issues with several incorrect function return values

* check for new version of restic during maintenance

* removing duplicate excludes, resolves #60

* update restic .exe version
add self-update to the install script
